Utah’s 2019 Legislative Session: Wrap-Up

The 2019 Legislative Session came to a close this month, rounding out 45 days and a multitude of new laws. I had particular interest in many bills during the session, including SB 103. SB 103, Victim Targeting Penalty Enhancements, was sponsored by Sen. Daniel Thatcher and Rep. Lee Perry. Hate crimes have additional effects compared to non-hate crimes, because hate crimes can terrorize entire communities.
